Federal Grants--Solicited and Unsolicited

  • U.S. Department of Education
  • U.S. Department of Health and Human Services
  • U.S. Department of Homeland Security
  • U.S. Department of Labor
  • U.S. Department of Justice
  • U.S. National Science Foundation

Current initiatives that could result in demonstration and research projects include:

  • President's High Growth Job Training Initiative. There is funding available for projects in fourteen (14) industry clusters deemed "High Growth Industries" by the U.S. Department of Labor. The funding can be used for a broad range of new projects focusing on incumbent workers, outreach and recruitment of new workers, incorporating new learning techniques, new partnerships and new strategies to engage youth.
  • Community-Based Job Training Initiative. The U.S. Department of Labor provides funds for building new partnerships between community colleges and businesses.
  • E-Learning and Distance Learning Initiatives. Several federal agencies have an interest in projects that test new e-learning and distance learning strategies.
  • Target Population Initiatives. To help reduce current and anticipated workforce shortages, several agencies have designated funding for projects relating to targeted populations including:
    • Mature Workers
    • Out-of-School Youth
    • Transitioning Military
    • Women Returning to the Workforce
    • New Immigrants
    • Individuals with Disabilities
    • Youth and Adult Offenders

Strategic Partnerships clients benefit from partnering with federal agencies and consistently receive grants ranging from $200,000 to $1,000,000.

International Partnership Building

Strategic Partnerships helps U.S. and international corporate, higher education, and non-profit organizations pursue their global strategic interests. We seek to engage with and receive incentives from international donor agencies and organizations including The World Bank Group, U.S. Agency for International Development, United Nations and the European Union.

Strategic Partnerships' services include:

  • Obtaining incentives for capital investment and workforce expansion.
  • Establishing partnerships to offset costs for hiring and training new and incumbent workers.
  • Generating assistance from U.S. governmental agencies for corporate initiatives in developing countries.
  • Securing incentives from the European Union and European national government programs.
  • Create Corporate Social Responsibility (CSR) strategies tailored to meet client needs in developing countries.
  • Accessing public sector resources to leverage CSR investments.

State Training Grants and Tax Incentives

Most states offer grants to support worker training, and/or tax incentives to encourage new hiring or job retention. These programs vary widely from state to state, in terms of their focus, the types of workers and companies that are eligible for state support, the application process, and the amount of funds available. SPLLC maintains a detailed data base of these programs, and actively engages with state agency officials to keep up-to-date on the incentives that are available to our clients. Each year SPLLC assists its clients in the preparation and submission of applications for assistance. Our very successful state practice enables SPLLC clients to take advantage of changes in incentive programs as they occur, including new state initiatives, legislative or policy revisions, funding cycles, and other program adjustments.

New Hire Partnerships and Public Sourcing

Under the Workforce Investment Act, the U.S. spends $12 billion annually to support a nationwide network of facilities to provide education, training, job search assistance, and unemployment insurance to American workers. This system links the U.S. Departments of Labor, Education and Health and Human Services, state departments of labor, employment and economic development as well as, training, colleges, non-profit organizations, and corporations to provide comprehensive labor market adjustment assistance to workers from all backgrounds. SPLLC provides assistance to corporations that want to make better use of this system to support their hiring, layoffs, training or other human resource needs.

Management and Consulting Services

SPLLC provides support to non-profit organizations that require organizational, management, or technical services. This assistance ranges from comprehensive management of headquarters and field operations to discrete projects, such as strengthening a board of directors, forming a national advisory board, raising an organization's visibility, or assisting with fundraising programs. In addition, many assignments with non-profits involve help in obtaining government grants or contracts. Often non-profit clients may become part of public/private partnerships involved in workforce development, or in assistance to disadvantaged youth, the disabled, older workers, or other groups on which government programs are focused.
